fix(ui): rounded-full wins over the theme radius on framed panels

The global rule giving .bg-panel.border the theme's card radius made the
round search button square in themes with 0px corners. Elements that ask
for rounded-full now stay round in every theme. Also marks FLAW-21 as
fixed (Unlicense is in the repository).
