feat(auth): confirm the e-mail address of new accounts by link

- Setting / REGISTRATION_VERIFY_EMAIL; only with SMTP and BASE_URL; invites skip it
- Hashed one-time tokens (48 h), resend with cooldown, unconfirmed accounts purged
- Approval modes notify admins only after the address is confirmed

Wer sich ohne Einladung registriert, bekommt einen Link per E-Mail und ist erst danach aktiv; in den Freigabe-Modi geht das Konto danach an die Admins, die auch erst dann benachrichtigt werden. Beim Anmelden vor der Bestätigung gibt es „Link erneut senden“. Unbestätigte Konten werden nach 48 Stunden gelöscht, die Adresse ist dann wieder frei. Wirkt nur mit Mail-Server und `BASE_URL`; Einladungen brauchen keine Bestätigung.
